I can tell some ink is still in the ink cartridge. Why does my printer show that the cartridge is expended?

The ink cartridge is designed to include a small safety reserve of ink. This safety reserve prevents damage to the printhead. If the printer tries to print when no ink remains in the cartridge, air bubbles would enter the ink delivery system and cause damage to the permanent printhead. The safety reserve of ink prevents this from happening.
